党的十九届四中全会首次提出“建立不忘初心、牢记使命的制度”,这是党的领导制度体系创新的重大成果。作为理念层面的“不忘初心、牢记使命”,之所以可以转化和上升为制度成果,是基于历史传承和科学理论的认识逻辑与新时代加强党的领导制度建设的实践逻辑之结果。不忘初心、牢记使命制度由学习科学理论制度、锤炼党组织成员政治品格制度、持续推进创新创造制度、纪律维护制度四个子制度系统构成,体现了正式约束与非正式约束、改造主观世界与改造客观世界统一的内在逻辑。
