技术治理失灵问题的回应需要关注行政主体和治理客体之间的关系,技术和治理的伦理体现为社会道德和制度秩序,两者的关系表现为公共价值,以此构成技术治理合理性的基本条件,同时指导技术治理寻求秩序与道德的共同体——制度道德。制度道德为技术治理提供合理性来源和行为原则,也提供了技术治理现代化发展的结构性"嵌入"和社会治理"再治理"两种方式。由此,技术治理的内在困境得以解释,责任伦理得以澄清,发展路径得以明确。

The response of technology governance failure problem need to focus on the relationship between the administrative subject and governance object construction. The ethics of technology and governance is the social morality and order, and the relationship between them is characterized by public value, to constitute the basic conditions of technology governance rationality, at the same time guiding technology governance to seek the community of the order and morality-institutional morality. Institutional morality offers a rationale and behavior principle for the technical governance, also provides technical governance structural "embedded" and the governance-again in two ways. Therefore, the inherent dilemma of technical governance can be explained, the responsibility ethics can be clarified, and the development path can be clarified.
