污染场地是目前工业用地流转中最主要的污染来源,特别是部分工业发达地区,污染型企业的搬迁,土地流转,成为污染场地,而针对污染场地实施的修复工程,却往往带来新的污染问题。现在修复工程的过程中二次污染问题较严重,对周围水资源、大气、土壤等造成一定程度的危害,并产生大量噪音,引起公众的广泛关注。因此如何完善污染防治的法律法规,污染场地修复的指导意见,有效避免二次污染是值得深入探讨的重要环境问题。

With the development of industry,production capacity has increased rapidly and the contradiction between environment and economic development has become prominent.Environmental pollution has become increasingly serious.Currently,contaminated sites are the main source of pollution in the transfer of industrial land.The relocation of polluting enterprises and land transfer have become contaminated sites,especially in some industrially developed areas.However,remediation projects implemented for contaminated sites often make new pollution problem.At present,the secondary pollution problem is very serious during the restoration project,causing a certain degree of harm to the surrounding water resources,the atmosphere,soil,etc.,and generating a lot of noise,causing widespread public concern and causing adverse social impacts.
