创业经济高质量发展的制度供给侧改革研究

Research on the Supply-Side Reform of Institution for the High Quality Development of Entrepreneurial Economy

国际政治经济环境趋于阶段性复杂,国内经济增速有所放缓,高质量发展是中国经济破解国际竞争和国内压力的主动性战略抉择。理论研究与国际社会经验证明:在创新驱动阶段,创业经济是国民经济转型发展的重要抓手;制度系统是影响创业经济质量的关键要素。改革开放四十余年来,中国创业经济制度经历了制度松动、制度允许、制度鼓励、系统支持、分类重点支持等五个发展阶段,创业经济质量随之发生波动。创业制度初期的不确定性增加了创业经济的波动性,但陆续推出的政策组合拳也在近年来有力提升了创业经济质量。经济转型发展阶段,进一步提升创业经济质量亟需破解权力体系这一瓶颈,重点对产权、资权、税权三项创业者基本权力进行规范与赋能。

Under the background of the international political and economic environment tends to be complex and the domestic economic growth rate is slowing down,high quality development is the initiative strategic choice for China’s economy to crack international competition and domestic pressure.Theoretical research and international social experience prove that:in the innovation driven stage,entrepreneurial economy is important to the transformation of national economy,and institutional system is the key factor affecting the quality of entrepreneurial economy.Over the past 40 years of reform and opening up,China’s entrepreneurial economic system has gone through five stages of development:institution loosening,institution allowing,institution encouraging,system supporting and classified key supporting.According the stages,the quality of entrepreneurial economy fluctuates.The uncertainty of the initial stage of the entrepreneurial system increases the volatility of the entrepreneurial economy,but the policy combination has also effectively improved the quality of the entrepreneurial economy in recent years.In the stage of economic transformation and development,further improving the quality of entrepreneurial economy needs to solve the bottleneck of power system,focusing on the regulation and empowerment of the three basic rights of entrepreneurs,namely property right,capital right and tax right.
