摘要
新中国成立以来0~3岁婴幼儿保教政策的发展演进大致经历了婴幼儿保教政策的确立与变迁、婴幼儿保教政策的重建与变革和婴幼儿保教政策的调整与发展三个阶段,体现出从鲜有关注到重视0~3岁婴幼儿保教,从社会本位价值取向逐渐转向“以儿童为本”,从“保教分离、重保轻教”逐渐走向“保教并重”的特点。
Since the founding of the PRC,the development and evolution of infant care and education policy for 0~3 years old in China has roughly gone through three stages,i.e.the establishment and change of infant care and education policy,the reconstruction and reform of infant care and education policy,and the adjustment and development of infant care and education policy.It reflects the characteristics:from paying no attention to attaching importance to the care and education of infants aged 0~3,the value orientation gradually turning from the society-oriented to child-oriented,and gradually moving from“separation of protection and education,emphasis on protection and neglect of education”to“paying equal attention to protection and education”.
