摘要
《贵州省国民经济和社会发展第十三个五年规划纲要》明确要求贵州省2020年R&D投入强度要达到1. 2%,因此,贵州省如何实现1. 2%的投入强度目标是一个值得研究的课题。本文通过分析贵州省R&D经费投入结构及贡献情况,发现贵州省R&D投入有"企业为主,政府为辅"的特征,但存在企业贡献逐渐下降,政府贡献逐步提高的趋势。本文进一步通过分析目前贵州省R&D投入可能存在的问题,提出了加强政府引导,提高"短板"地区创新建设,提高企业创新需求,扩大其他来源R&D资金投入等相关政策建议。
"The Outline of the 13th Five-Year Plan for National Economic and Social Development of Guizhou Province" clearly requires that the R&D input intensity of Guizhou Province should reach 1. 2% in 2020.Therefore,how to achieve the 1. 2% input intensity target in Guizhou Province is a subject worth studying. This paper analyzes the structure and contribution of R&D investment in Guizhou Province,and finds that the R&D investment in Guizhou Province has the characteristics of " enterprise-oriented and government-assisted",but there is a trend of gradually decreasing contributions of enterprises and increasing contributions of government. This paper further analyzes the existing problems of R&D investment in Guizhou Province,and puts forward relevant policy suggestions such as strengthening government guidance,improving innovation construction in " short board" areas,increasing innovation demand of enterprises,and expanding R&D investment from other sources.
