摘要 JSA已成为炼化工程和检维修项目的重要风险识别工具,但限于现场施工环境的复杂和人员能力的参差不齐,存在着风险分析过程流于形式,风险识别不全面、不到位等问题。以炼化装置的设备设施构造、作业环境和承载介质特点为切入点,分类、分级构建规范的JSA树;同时将JSA树的各个步骤库关联到七大特殊作业,形成一一映射的关系;组织专家分析研究各步骤的风险和控制措施,构成特殊作业和物质的JSA数据模块。基于“JSA树+两大数据模块”的JSA流程化管控工具,根据作业的复杂环境快速生成风险全面、规范的JSA基础模板,可作为基层人员使用的风险识别快捷工具,确保现场作业活动风险管控措施的全面落实。 JSA has become an important risk identification tool for refining engineering,inspection and maintenance projects,but it is limited to the complexity of the on-site construction environment and the uneven ability of personnel.There were problems such as the only formalized risk analysis process and uncomprehensive risk identification.Taking the characteristics of equipment construction,working environment and bearing medium of refining plant as the breakthrough point,the classified and hierarchical JSA Standard Tree was constructed.Each step of the tree was related to seven special jobs to form a one-to-one mapping relationship.Experts were organized to analyze and study the risks and control measures of each step to from a JSA data module of special jobs and substances.Based on these two,JSA process management and control tool can quickly generate a comprehensive and standardized JSA template.This can help grassroots personal to identify risk quickly to ensure the full implementation of risk management and control measures for field operation activities.
