摘要
区域高校与产业集群的协同创新作用在发达国家中存在卓有见效的先例,但学术界在此方面实证研究较少。因此选择东部十个具有代表性的省(直辖市、自治区)为决策单元,采用DEA-Malmquist指数法分析计算可以反映各决策单元创新效率变化的M指数。结果表明:①各省(直辖市、自治区)应该充分了解内部高校与创新产业集群的效率现状与面临的问题;②区域内部应加强协同创新机制的引导;③区域内部应优先改进技术水平指数;④区域间应加强交流,共同建设。
The great precedents of synergistic innovation regional in colleges and industrial clusters has been around for a while,which are lack of empirical study in Chinese academia.Therefore,the paper choses ten representative provinces in eastern China as the decision-making units and analyzed the M index which could reflects the variation of innovation effects of DMUs.It is suggested that:①The decision makers of provinces are supposed to learn the issues and effects of colleges clusters in detail;②the government should step up guidance to the synergistic innovation;③technology index should be promoted in priority;④each regions need exchange and cooperation to build better clusters.
