土地整治与乡村发展转型:互馈机理与区域调控

Land Consolidation and Rural Development Transformation:Mutual Feedback Mechanism and Regional Regulation

研究目的:厘清土地整治与乡村发展转型的互馈关系,为乡村发展转型的优化调控提供系统性思路,为城乡融合与乡村振兴国家重大战略决策提供科技支撑。研究方法:理论分析法。研究结果:(1)乡村发展转型是乡村发展要素—结构—功能长期性、稳定性质变,土地整治通过对乡村“山水林田湖草”的综合治理调试乡村人地关系,实现人与自然可持续发展。(2)土地整治以土地要素为核心带动,联动激活其他乡村发展要素,在优化乡村空间、经济与治理结构、促进乡村就业功能转型的同时,助推了乡村生产、生态与文化功能的优化与提升。乡村发展转型为土地整治提供了本底支撑与动力,驱动土地整治拓深扩面、提质增效转型。土地整治与乡村发展转型需求失谐可能形成对乡村发展转型的负反馈。(3)基于城市郊区、丘陵山区与平原农区的地域类型特征、空间冲突形式有必要对土地整治进行差异化的区域调控。研究结论:城乡转型发展进程中土地整治需要实现多制度整合协同发展,强化人地预警机制建设,动态把握城乡融合发展趋势。

The purposes of this paper are to establish the analytical framework of the mutual feed-back mechanism between land consolidation and rural development transformation,probe the demands and spatial conflicts of rural development in different territories and put forward the schemes of regional regulation.The method of theoretical analysis is used in this paper.The results show that:1)rural development transformation is a long-term,stable and qualitative change of the“element-structure-function”of rural development.Land consolidation adjusts rural man-land interrelations through holistic management of mountain-river-forest-farmland-lake-grassland to realize sustainable development between human and nature.2)By adjusting the land element,land consolidation can activate the other elements of rural development in a linkage,and optimize rural space,economy and governance structure.Meanwhile,land consolidation would boost the transformation of rural employment function and promote the optimization and improvement of production,ecological and cultural functions.Rural development transformation is the basis and driving force of land consolidation.Rural development transformation drives the transformation of land consolidation.The disharmony between land consolidation and the demands of rural development transformation may form a negative feedback to rural development transformation.3)Based on the characteristics of regional types and spatial conflicts of urban suburbs,hillymountain regions and plain agricultural regions,the differentiated regional regulation measures of land consolidation need to be implemented.In conclusion,in the process of urban-rural transformation development,land consolidation needs to realize the integrated and coordinated development of multiple institutions,strengthen the man-land early warning mechanism,and dynamically grasp the trends of urban-rural integrated development.
