不同性质私人部门的PPP项目产出绩效监管研究

Study on Supervising for Output Performance in PPP Projects with Different Types of Private Departments

现阶段PPP项目产出绩效监管尤为重要,而"中国式PPP"监管更需因地制宜。通过情景模拟实验对比分析不同性质私人部门的PPP项目产出绩效监管:首先,根据已构建的PPP项目产出绩效监管框架筛选出实验变量,并分别对每一变量进行情境设计;其次,依据各变量的情境描述,设计并发放调查问卷,从而采集到84份有效数据,进而对其进行赋值处理。研究结果显示:①当私人部门为国有企业时,政府部门对项目产出绩效监管倾向于"高标准、弱监控、轻处罚";②当私人部门为私营企业时,政府部门对项目产出绩效监管倾向于"低标准、强监控、重处罚"。最后,在分析得出以上研究结论不合理的情况下,为政府部门面对不同性质私人部门类PPP项目产出绩效监管措施提出三条优化建议。

At present,supervising for output performance in PPP project is particularly important,and supervising of"Chinese-style PPP"needs to be tailored to local conditions.In this paper,the author,through scenario simulation experiment,compared and analyzed supervising for output performance in PPP projects with different types of private departments.First,screened experiment variables according to the framework established applying to output performance supervising for PPP projects,and carried out respectively scenario design for every variable.Then,on the basis of the scenario descriptions for each variable,designed and distributed questionnaires,and made a raise of 84 valid questionnaires,next carried out assignment treatment for them.The results show that when the private department is state-owned enterprise,the government tends to"high standard,weakly monitoring and lightly punishing"in output performance supervising for PPP projects,when the private department is private enterprise,the government tends to"low standard,strongly monitoring and heavily punishing"in output performance supervising for PPP projects.Finally,under the condition of analyzing and getting above unreasonable conclusion,the author put forward three optimization suggestions for output performance supervising to help government departments taking suitably measures in monitoring different types private departments in PPP projects.
