随着新科技革命的社会扩张,特别是技术总量与应用的加速,新技术正改变国家治理的时空结构以及社会组织形态。作为实现国家治理现代化的有效工具,技术促进政府生态的改变,集中体现在治理理念、行政架构与运行机制三个面向。从理念层看,技术刺激政府重塑总体性治理思路;从结构层看,技术催化行政等级扁平化或部门整合;从运行层看,技术改变治理机制的操作路径。基于技术塑造的新社会场景,整体性政府以及社会资本的投入对未来国家治理模式而言显得尤为关键。

With the social expansion of the new technological revolution,especially the spurt of their total volume and applications,new technologies are changing the space-time structure of state governance and forms of social organization.As an effective tool to realize the modernization of state governance,technology has prompted changes in the ecosystem for governance,reflected in visions,administrative structure and mechanisms for governance.In terms of governance vision,technology has spurred the government to reshape its overall governance thinking;In terms of governance structure,technology has catalyzed a change to a flat administrative hierarchy or organization integration;In terms of operation mechanisms,technology has changed the path of the governance mechanism at the operation level.Based on the new social scenarios shaped by technology,holistic government and input of social capital are key to building new models for state governance in the future.
