“多规合一”服务平台的研究与实现——以大连市为例

Study and Implementation of Multiple-plan Coordination Service Platform:A Case Study of Dalian City

为落实新型城镇化工作要求,需要通过统一全市空间坐标体系和数据标准,搭建由多部门共同参与的“多规合一”服务平台,将规划信息、建设项目信息、国土资源、环境保护、基础设施、地理信息等纳入平台,以信息化为手段,着力推动空间布局和利用的有序平衡,实现全市各部门之间空间信息共享,优化审批流程,提高行政运行效率和公共服务水平。本文以大连市“多规合一”服务建设平台为例,重点探讨“多规合一”服务平台的设计与实现。

For carrying out the task of new urbanization,it is necessary to develop a multiple-plan coordination service platform by unifying spatial data coordinate and data standards.The platform includes some information relating to urban planning,construction project,land resources,environment,infrastructure,geographic information and so on,its aim is to make balance of spatial distribution and use,share information among government departments,optimize the approval processes,improve the government′s administrative efficiency and management level.This paper mainly discusses the design and implementation of the multiple-plan coordination service platform in Dalian City.
