根据生态文明建设要求,摸清水流产权,对保护和改善水生态环境具有重要意义。水流产权确权登记发证工作投资大、任务重、协调工作复杂,本文简要介绍了水流产权确权登记发证工作的重要性、技术方法,文章以新沂试点项目为例,讨论了项目的组织实施、出现的问题和解决办法以及由此引发的思考。

According to the requirements of ecological civilization construction,it is of great significance to find out the property right of water flow to protect and improve the aquatic ecological environment.In this paper,the importance and technical method of the registration and certification of the right of water flow property rights are briefly introduced,taking the Xinyi pilot project as an example,the paper discusses the organization and implementation of the project,problems and solutions of the project production and the thinking caused by it are discussed.
