江西农业灌溉用水水价管理措施研究

Study on water price management measures of agricultural irrigation water in Jiangxi Province

针对江西农业灌溉用水水费的现状,分析了农业灌溉水费存在的问题及产生的原因,对农业灌溉水价管理进行了深入研究,将激励理论应用于水价管理,提出了建立即时反馈制度、实行“水龙头式”灌溉管理、建立水价市场、提高农民节水理念等措施。研究结果有利于激励农民对农业灌溉水价改革的热情,推进水价改革的实现。

In view of the current situation of water and water charges for agricultural irrigation in Jiangxi Province,this paper analyzes the problems and causes of water charges for agricultural irrigation,appling incentive theory to water price management,putting forward some reform measures such as establishing immediate feedback system,implementing“tap-type”irrigation management,establishing water price market and improving farmers’water-saving concept,and conducting in-depth research on water price management for agricultural irrigation.The research results are helpful to stimulate farmers’enthusiasm for agricultural irrigation water price reform and promote water price reform.
