Research on Beijing-Tianjin-Hebei Region Industrial Policy Transformation and Optimization Path from the Perspective of High-Quality Developm

2017年以来京津冀产业政策呈现出支持产业高端化发展、精准性和针对性强、体系性和配套性强、政策支持力度大等特点,在推动经济高质量发展方面发挥了重要作用.但是也存在着一定局限性,例如推动三地联动的产业政策和打造具有全球竞争优势的全产业链的政策相对较少、选择性产业政策多而功能性产业政策少等不足.未来应在产业政策制定程序不断优化、产业政策向功能性政策转型、突出创新驱动引领高质量发展、实现跨区域产业政策联动、推动产业实现跨界融合发展等方面制定产业政策.

Since 2017,the Beijing-Tianjin-Hebei region industrial policy has shown the characteristics of supporting high-end industrial development,high precision and pertinence,strong systemic and supporting characteristics.It has played an important role in promoting high-quality economic development.However,there are also certain limitations,including relatively few industrial policies to promote the linkage between the three places and the establishment of a global industrial chain with global competitive advantages,more selective industrial policies and fewer functional industrial policies.In the future,industrial policies should be formulated in terms of continuous optimization of industrial policy formulation procedures,transformation of industrial policies to functional policies,highlighting innovation-driven development of high-quality development,realization of cross-regional industrial policy linkage,and promotion of cross-border integration and development of industries.
