京津冀城市群环境规制竞争对雾霾污染的影响

Environmental Regulation Competition and Influence on Haze Pollution in Beijing-Tianjin-Hebei Urban Agglomeration

基于京津冀城市群13市2005-2016年面板数据,运用空间计量模型,分析环境规制竞争行为.研究发现:京津冀各市存在着显著的环境规制竞争现象,环境规制竞争存在时空异质性.从时间维度来看,2008年以后京津冀城市群的环境规制竞争行为由差异型竞争转为模仿型竞争;从空间维度来看,在距离矩阵下环境规制竞争表现在距离较远的城市之间,在经济矩阵下环境规制竞争表现在经济差距较大的城市间.京津冀城市群的环境规制竞争有利于缓解雾霾污染且存在时空异质性.从时间维度来看,2008年以后规制竞争的“减霾”作用明显降低;从空间维度来看,各市的“减霾”作用存在显著差距.

Based on the panel data of 13 cities in the Beijing-Tianjin-Hebei urban agglomeration from 2005 to 2016,the spatial measurement model was used to analyze the environmental regulatory competition behavior.The study found that there are significant environmental regulation competitions in Beijing,Tianjin,and Hebei cities,at the same time there are spatiotemporal heterogeneities in environmental regulation competition.From the time dimension,after 2008,the environmental regulation competition behavior of the Beijing-Tianjin-Hebei urban agglomeration changed from differential competition to imitation competition;from the spatial dimension,under the distance matrix,environmental regulation competition manifested itself in cities far away.At present,under the economic matrix,environmental regulation competition is manifested among cities with large economic gaps.The environmental regulation competition of the Beijing-Tianjin-Hebei urban agglomeration is conducive to alleviating smog pollution and there is spatial and temporal heterogeneity.From the time dimension,the"haze reduction"effect of the regulatory competition after 2008 has been significantly reduced;from the spatial dimension,there is a significant gap in the"haze reduction"effect of each city.
