跨区域主体协同创新的界面管理研究——以战略性新兴产业为例

Studies on Interface Management of Cross-regional Collaborative Innovation:a Case Study of Strategic Emerging Industries

研究跨区域主体协同创新中形成的界面管理问题。结果表明,跨区域视角下创新主体实现协同创新过程中界面矛盾和冲突的主要影响因素大体可以归结为行政壁垒、经济发展水平、文化与价值观、知识与技术、组织内部子系统关系、空间距离等因素。提出构建跨区域协同创新实体平台可以较好地解决区域间的界面矛盾与冲突,以战略性新兴产业为例,从而提出建立跨区域战略性新兴产业自主创新区的设想,并对该自主创新区的功能、特色与优势进行描述;同时,对该自主创新区设计了保障机制。

This paper studies the interface management problems formed in cross-regional collaborative innovation.The results show,from the cross-regional perspective,the main factors of interface contradictions and conflicts in the process of collaborative innovation can be roughly attributed to administrative barriers,economic development level,culture and value,knowledge and skill required,organizational subsystem relationships and space distance.It is proposed that the cross-regional collaborative innovation platform with physical presence can solve the interface contradictions and conflicts between the cross-regional collaborative interactions well.This paper takes the cultivation and development of strategic emerging industries as an example,thus it proposes to establish the independent innovation zone of cross-regional strategic emerging industries.At the same time of describing the functions and characteristics of the zone,it also designs the guarantee mechanism.
