摘要
全球正处在史上疾病传播速度最快、范围最广的时期。应对全球范围内高频次的突发公共卫生事件,需要高质量的国际合作。近代工业革命以来,应对公共卫生危机的国际合作可以划分为三个历史阶段,随着公共卫生危机的频发,国际社会对国际关系诸多要素进行再认知。公共卫生危机延伸了国家安全同时弱化了国家主权,促进了卫生与外交的深度融合,对国家形象与国际责任提出制度性、专业化要求,需要国际社会共同努力加强全球健康治理。
The world is navigating through a period when diseases spread with a speed and scale unprecedented in human history. Responding to highly frequent public health emergencies worldwide requires high-quality international cooperation. This article focuses on the historical stages of international cooperation on public health emergencies and the main features of each stage. The frequent occurrence of public health crises has forced the international community to re-examine many elements of international relations. Public health crises have extended national security while weakening national sovereignty, leading to a deep integration of health and diplomacy. Institutionalizing health assistance and professionalism are needed for the construction of international images and fulfillment of international obligations. Strengthening global health governance necessitates the joint efforts of the international community.
