农村市场化改革在打破要素市场的城乡二元分隔的同时也使传统三要素受城市市场定价影响而持续流出收益低的农业,这反过来又阻碍着农村的市场化进程。新时代生态空间资源的再定价,成为进一步推动农村市场化的契机。在实践中,农村空间资源兼有社会功能及经济外部性。因此,客观上需要重构新型集体经济组织作为空间资源价值化的载体,对内可将要素非经济功能内部化,对外则可形成符合现代市场规律的PPP投资及符合空间资源特点的"三级市场"定价体系。从而将空间资源再定价与新型集体经济统一在农村市场化的改革进程中,这也是中国农村发展中国特色社会主义市场经济的内在逻辑使然。

The market-oriented reform in rural areas not only breaks the urban-rural dual factor market, but also makes the traditional three production factors flow out of low-income agriculture, which hinders the process of rural marketization conversely. In the new era, the repricing of ecological space resources has become an opportunity to deepen market-oriented reform in rural areas. In practice, rural space resources have both social functions and economic externalities. Therefore, it is necessary to reconstruct the new collective economic organization as the carrier of space resources development, which can internalize the non-economic functions of the production factors. Meanwhile,it is necessary to establishing a "three-level market" pricing system, which is suitable for PPP investment and space resources development. Thus, the repricing of space resources and the new collective economy will be unified in the process of market-oriented reform in rural areas.
