2015-2018年云南省社会组织参与国家艾滋病防治基金项目情况分析

Analysis of community-based organizations’ participation in China AIDS Fund for Non-Governmental Organizations from 2015 to 2018 in Yunnan province

目的了解2015-2018年云南省社会组织(CBO)参与国家艾滋病防治基金(简称防艾基金)项目相关情况,为促进社会组织更好地参与艾滋病防治工作提供参考。方法通过国家社会组织参与艾滋病防治基金项目管理系统,下载2015-2018年云南省基金项目相关数据,按高危人群干预类和艾滋病病毒感染者随访关怀类进行整理分析。结果全省3年社会组织共计实施项目172个,其中未登记注册的社会组织实施的项目135个,其实施的项目数占总项目数的78.49%,经费占总项目经费的68.50%;实施高危行为人群干预项目78个,占项目总数的45.35%,共完成检测23997人,阳性检出率为1.76%,其中男男性行为者的阳性检出率最高;实施感染者随访关怀类项目94个,占项目总数的54.65%,共完成随访管理20531人,抗病毒治疗率为91.15%;阳性检出率和抗病毒治疗率均高于全省平均水平。结论云南省社会组织参与国家艾滋病防治基金项目规模和覆盖面总体较小,需增加扶持力度,促进社会组织登记注册;加强政策倡导工作,提高社会组织对国家防艾基金项目申报的积极性。

Objective To understand the participation of the registered community-based organizations(CBOs)in the projects supported by China AIDS Fund for Non-Governmental Organizations(CAFNGO)from 2015 to 2018 in Yunnan province,and provide the reference to further promote CBOs engaged in AIDS prevention and treatment.Methods The data were collected based on CAFNGO Project Management System and analyzed in two categories,with one for interventions of high-risk populations,and the other for follow-up,management and care of people living with HIV/AIDS(PLWHA).Results A total of 172 projects were implemented in Yunnan for the 3 years.The number of projects implemented by non-registered social organizations accounted for 78.49%(135)with the budget of 68.50%of the total funding.78(45.35%)projects were involved in the high risk population intervention.Out of 23997 cases detected,the HIV positive rate was 1.76%and the rate of HIV positive MSM was higher than those of FSW and DU.94(54.65%)projects were involved in the PLWHA follow-up,management and care.Out of 20531 cases followed-up,the rate of antiviral treatment was 91.15%.The HIV positive rate and the rate of antiviral treatment were higher than the average of the all in the province.Conclusion The number of projects supported by CAFNGO in Yunnan is relatively small.It is necessary to increase the support and expand the coverage of the projects.It is suggested to provide strong support to the registration of CBOs in the civil affairs administration and strengthen the policy advocacy to improve the involvement of CBOs in CAFNGO supported projects.
