党领导基层社会治理的基本逻辑研究

A Study of the Logic in the Party’s Leadership on the Community-Level Social Governance

党的十九大通过的党章第三十三条首次提出街道、乡、镇党的基层委员会和村、社区党组织"领导基层社会治理",党的十九届四中全会提出健全党组织领导的自治、法治、德治相结合的城乡基层治理体系。不同于其他国家或地区社会治理的基本逻辑,党的领导是当代中国基层社会治理的显著特征。党领导基层社会治理是党的社会革命历史使命决定的,是党的自我革命鲜明品格决定的,是党群关系同心圆的社会结构决定的,是应对个体化社会发展趋势及其挑战决定的。当前,中国共产党领导基层社会治理,需要顺应时代进步和社会发展趋势,重申"一切工作到支部",以党建引领基层社会发展与治理,提升党的组织力确保社会治理秩序,增强党的政治功能确保社会治理正确方向,建立平台机制确保社会治理活力,构建基层社会治理新格局。

At the 19 th National Congress of the CCP, the Party Constitution adopted the important term of the Party’s leadership on community-level social governance for the first time. At the Fourth Plenary Session of the CCP’s 19 th Central Committee, the items to establish the urban-and-rural community-level governance system led by CCP were written into the Central Committtee report, combined with villagers and city dwellers’ autonomy, rule of law and rule by virtue. The Party’s leadership on community-level social governance is a prominent feature of contemporary China’s governance system, differing vastly from the western counterparts.The Party’s leadership on community-level social governance is determined by the Party’s social revolution mission, the Party’s self-revolution spirit, and the concentric-circles’ social structure between the Party and the masses, facing the trend and challenges of individualized society. The Party’s leadership on community-level social governance must keep pace with the progress of the time and the trend of social development, stick to the principle of "all work to the Party’s grass-root branch", strengthen the consciousness of re-embedment and re-organization continuously for the sake of the community-level social development and governance by promoting the Party’s organizational strength to maintain social governance order, enhancing the Party’s political functions to ensure the social governance direction, adopting the platform mechanism to motivate social governance vitality, and finally, building a new pattern of community-level social governance.
