Health Governance Capacity, Internalization and Health Poverty Alleviation

基层卫生治理能力是政府治理能力现代化的重要内容。在脱贫攻坚的政策背景下,基层政府卫生治理能力的大小决定健康扶贫的实现程度。以卫生财政能力、多元供给能力、政策执行能力和利益协调能力为主要内容的卫生治理能力缺陷是当前健康扶贫内卷化的微观原因。健康扶贫工程的攻坚克难要求破解内卷化,通过完善基层政府在公共卫生领域中的筹资能力、供给能力、政策能力和利益协调能力,提升基层政府卫生治理能力,推进基层卫生治理现代化。

The ability of health governance at the grass-roots level is an important part of the modernization of government governance. Under the policy background of poverty alleviation, the health governance ability of the grass-roots government determines the degree of health poverty alleviation. The micro reason for the involution of health poverty alleviation is the deficiency of health governance capacity,which is mainly composed of health financial capacity, multiple supply capacity, policy implementation capacity and interest coordination capacity. To overcome the difficulties in health poverty alleviation project,we need to break the involution, improve the health governance ability of grass-roots government, and promote the modernization process of health governance through the improving of financial ability, supply ability,policy ability and interest coordination ability of grass-roots government in the field of public health.
