城市公共安全风险治理的现实困境及其破解路径

随着我国人口城镇化率超过60%,城市已经成为人口的主要聚集地,亦是国家经济社会稳定的重要基础和可持续发展的强大引擎。同时,由于城市的社会系统相对开放以及各类要素高频流动,公共安全事件日渐呈现出多样性、复杂性、扩散性、紧迫性和高度不确定性等特点,对国家安全、经济社会运行秩序和人民生命财产构成严重威胁。为实现对城市公共安全风险的有效治理,一方面需厘清关键环节、完善治理链条,另一方面要对现实困境进一步剖析,总结当前城市公共安全事件的新特征新问题,进而构建高效协同、创新赋能、精细化城市公共安全风险治理的未来之路。

With the population urbanization rate exceeding 60% in China, cities have become the main gathering place for people of all ages, the important foundation of national economic and the social stability,and the powerful engine of sustainable development. Meantime, due to the fact that the urban social system remains relatively open and various elements flow frequently, emergent public security events occur frequently and present the characteristics of diversity, complexity, diffuseness, urgency and high uncertainty, which lead to a series of public security accidents as well as huge threats to national security, economic construction, social development and people’s lives and property. In order to achieve effective governance on urban public security risks, on the one hand, it is necessary to clarify the key links and improve the governance chain;on the other hand, it is necessary to further analyze and summarize the new features and problems of current urban public security events, and then build a future road of efficient collaboration, innovative empowerment and refinement of urban public security risk governance.
