近年来,在经济由高速发展转向高质量发展的背景下,人力资源作为第一资源的优势越发得以体现。面对人口红利渐失、产业结构转型、人才总量不足等新问题、新变化,城市间的竞争从过去的对资本要素的竞争扩展到对人才甚至人口资源的竞争。各地先后出台的人才新政有效增加了户籍人口数量,稳定了房地产市场,推动了当地产业经济快速发展。但也需要反思政策化的短期性行为可能带来诸如加剧区域间人才失衡、削弱人才市场配置的功能、对人才狭义化定义产生的不公平等问题。只有构建人才建设的系统思维,处理好运动式和持续性关系,加强人才制度建设,树立多元化的人才观念,才能真正发挥人才优势,构筑城市人才高地。

In recent years by the high speed economic development towards high quality under the background of development,the advantage of human resources as the first resource increasingly,in the face of the new problems and new change such as demographic dividend gradually lost,industrial structure transformation,and insufficient amount of talent,the cities'competition has expanded from the extension of capital elements of competition to the competition for talent resources and population.The new talent policies in various regions have effectively increased the number of registered population,stabilized the real estate market,and promoted the rapid development of local industrial economy.However,it is also necessary to reflect on the short-term policy-oriented behaviors,which may lead to such issues as increasing the regional talent imbalance,weakening the function of talent market allocation,and unfair and equitable problems arising from the narrow definition of talent.Only by constructing the systematic thinking of talent construction,dealing with the relationship between movement and continuity,strengthening the construction of talent system,and setting up the concept of diversified talents,can we give full play to the advantages of talents and construct the urban talent highland.
