Discussion on Tea Industry Management in Western Anhui Revolutionary Base Area

20世纪20年代是皖西茶业历史上的极盛时期,茶叶生产和经营出现繁荣景象。但在繁荣表象背后,皖西地区茶业经营却危机暗藏,落后的茶叶生产工艺、地方政府的苛捐杂税及茶行茶号的层层盘剥,严重阻碍了当地茶业的发展壮大,挫伤了茶农生产的积极性。皖西革命根据地政府充分认识茶业经营的重要性,通过开展山地改革、维护工人权益,建立购销网点、发展对外贸易,革除陋规、改革税制等一系列发展茶业的政策措施,使茶叶产量得到较大幅度增长,茶叶贸易得以迅速恢复和发展,根据地亦得以巩固和发展。皖西革命根据地的茶业经营维持了皖西茶业的繁荣,在土地革命时期的经济活动中留下了光彩的一笔。

The 1920s was the heyday in the history of tea industry in Western Anhui.The production and trade of tea flourished.However,behind the appearance of prosperity,the management of tea industry in Western Anhui was in crisis.The backward production technology,the local government's excessive taxes and levies and the multiple exploitation of tea shops seriously hindered the development of local tea industry and dampened the enthusiasm of tea farmers.The government of Western Anhui Revolutionary Base Area fully realized the importance of tea industry management and began to develop tea industry through a series of policies and measures,such as carrying out mountain reform,safeguarding workers'rights and interests,establishing purchase and sale outlets,developing foreign trade,eliminating bad regulations,reforming tax system,etc.,then the tea production greatly increased,the tea trade rapidly recovered and grew,and the base area was consolidated and developed.The management of tea industry in the Western Anhui Revolutionary Base Area maintained the prosperity of tea industry in the Western Anhui,and left a brilliant mark in the economic activities during the period of the Agrarian Revolution.
