自然灾害应急管理经验对公共卫生应急管理的启示——从新冠肺炎突发事件谈起

Emergency Management in Public Health Emergency and Natural Disaster:Starting with COVID-19

新冠肺炎突发事件属于公共卫生事件,公共卫生事件和自然灾害同属于应急管理范畴,此次新冠肺炎疫情暴露出应急管理体系中的短板和不足,相比而言我国在抗击自然灾害的过程中积累了丰富的自然灾害应急管理经验。文章从新冠肺炎疫情突发事件谈起,简要阐述自然灾害应急管理经验,比较分析新冠肺炎突发事件与自然灾害突发事件应急管理,借鉴、总结提出完善公共卫生应急管理体系的几点思考和建议,为健全公共卫生应急管理体系提供参考。

COVID-19 is a public health emergency,which belongs to emergency management,like natural disasters.The outbreak of COVID-19 exposed some shortcomings of the emergency management system.China has accumulated rich experience in emergency management when fighting against natural disasters.Starting with the COVID-19,this paper briefly introduces experience of natural disaster emergency management,compares the emergency management in COVID-19 with that in natural disaster.Besides,some thoughts and suggestions are put forward to improve the public health emergency management system.
