摘要
桌面推演作为应急演练的一种形式,一直活跃在政府部门和企业的应急管理工作中,对各单位的应急体系建设做出了应有的贡献。桌面推演往往通过模拟灾害场景和突发事件的处置过程来提高参演人员的风险感知能力、信息研判能力和解决问题能力。现阶段,国内外专业人士对桌面推演尚存在不同的理解和做法,操作程序也因人员、情景的不同而存在较大的差异。本文旨在提炼桌面推演操作的核心思想,通过详细的步骤展示来明确桌面推演的操作程序和方法,并提供相应的文本样式。本文对于开展桌面推演的策划、参演等人员具有一定参考和科普传播价值。
