电网企业应急体系建设的思考与实践——以国网山东省电力公司的应急体系建设为例

Emergency System Construction of Power Grid Enterprises:Taking the Emergency System of State Grid Shandong Electric Power Company as An Example

国网山东省电力公司以大应急、大服务、大平台,特色化、差异化、专业化为应急体系构建思路,以“拉得出、冲得上、打得赢”为应急能力建设指南,从台风、地震、山火、隧道、危化品、核应急等突发事件响应和员工工作失能生命救援等方面,积极研究、构建面向电网输电、变电、配电、用电各专业的基干救援特战能力,初步形成了面向各专业应急基干救援体系,建立了“建、战、训、研”四位一体工作机制,打造构建了融中心救援能力建设“策源地”、基地基干能力“生成地”、基层脱困救生能力“承载地”为一体的“大应急”体系。

State Grid Shandong Electric Power Company strives to construct a characterized,different and professional emergency system with great emergency response,great service and great platform,and takes“always on call,ready to fight and be indomitable”as the guidance of emergency capability building.It actively studies emergency response in such aspects as typhoon,earthquake,wildfires,tunnels,hazardous chemicals,nuclear emergency and life-saving of employees who are incapacitated at work,and develops the rescue capabilities in power transmission,transformation,distribution and utilization.It has formed an integrated emergency rescue system based on great emergency response capability for various professions,and a four-in-one working mechanism of“build,practice,training,and research”.
