“互联网+”背景下精准化志愿服务体系构建研究

A Study on the Construction of Voluntary Service System with Precision in the Context of“Internet Plus”

志愿服务是社会治理过程中的重要环节,唯有与现代科学技术相结合,推动志愿服务朝着精准化、个性化、智能化的方向发展,才能适应当前推进国家治理体系和治理能力现代化的整体布局。从志愿服务的发展、科技进步和政策支持三方面来看,要突破传统志愿服务体系的各项束缚,构建以志愿精神、志愿人员、志愿组织、志愿服务、志愿资源、志愿创新为主要内容的相互连接、相互贯通的新的志愿服务体系十分必要。基于"互联网+"的发展趋势,可以利用大数据、区块链等技术对志愿服务的全过程进行重新布局,加强风险管理,优化资源配置,推动志愿服务交流和创新,实现志愿服务新发展。

The voluntary service is an important link in the process of social governance. Only when it is combined with modern science and technology,and promoted in the direction of accuracy,personalization and intelligence,can it adapt to the current overall layout of promoting the modernization of national governance system and governance capacity. From perspectives of voluntary service development,advancement of science and technology,and policy support,it is necessary to break through the shackles of the traditional voluntary service system and build a new one with the main contents of volunteerism,volunteers,voluntary organizations,voluntary service,voluntary resources and voluntary innovation,among which they are interconnected with each other. Meanwhile,based on the trend of Internet plus development,it is suggested in this paper that we can use the technology of big data and block chain to rearrange the whole process of volunteer service,strengthen risk management,optimize resource allocation,promote volunteer service exchange and innovation,and finally realize the new development of voluntary service.
