A Study of DENG Xiaoping’s Practice of Urban Governance in the Southwest and Its Contemporary Enlightenment

邓小平主政西南地区治理城市的实践,可以总结为四个方面:发展城市生产为中心,抓治理的关键环节;巩固城市政权,推动城市民主化建设;破除城市旧文化、旧风气,建立城市文明新风尚;加强城市党建,夯实城市治理的根本保证。这四个方面的城市治理实践经验,对当代的城市治理有一定的启示,如打造城市多元治理格局,加强城市民主化建设;城市与乡村经济统筹发展,实现城乡融合一体化;依法治理与民主治理相结合,推动城市治理方式规范化;坚定不移地从严治党,为城市治理提供根本保证。

This paper summarizes DENG Xiaoping’s practice of governing cities in Southwest China into four aspects: developing urban production as the center, grasping the key links of governance;consolidating urban power, promoting the construction of urban democracy;breaking away from the old culture and atmosphere of the city, establishing a new style of urban civilization;strengthening the party construction of the city, and strengthening the fundamental guarantee of urban governance. The practice summary of the four aspects of urban governance has certain enlightenment to the contemporary urban governance, such as building a diversified urban governance pattern, strengthening the construction of urban democracy;coordinating the development of urban and rural economy, realizing the integration of urban and rural areas;combining legal governance and democratic governance, promoting the standardization of urban governance;firmly and strictly governing the party, providing urban governance with fundamental assurance.
