摘要
安全管理"两层皮"的现象始终是困扰企业安全工作的突出问题,根本的原因在于缺少工作的有效落地抓手,通过提出"一标双控"落地抓手的方法,并在实施的过程中引入绩效管理,从而有效地解决了这一难题,在实践中取得了良好效果,受到了各方好评。"一标双控"落地抓手概念的提出,对于构建本质安全建设实践方法,起到了至关重要的作用,它最大的突破和价值在于成功地将管理方法与核心要务和绩效管理有效地融合起来,而这种融合的结果恰恰在客观上适应了"以人为本"的管理思想,从而才能在实践当中发挥积极的作用。
The problem, which perplexes the safety work of enterprises, its fundamental cause is the lack of grasp for effective implementation, by means of "one-standard-two-control" implementation grasp proposed and introducing performance-oriented management during implementation, this difficult problem can be effectively solved and good results achieved in practice, which is well received by various parties. The proposal of "onestandard-two-control" implementation grasp idea is of crucial importance for the establishment of intrinsic safety construction practices, its biggest value is that it successfully makes effective combinations of management method with core priorities and performance-oriented management, the results of which exactly adapts to the people-oriented management idea objectively, thereby playing positive role in practices.
