高校建设一流专业智库服务需求体系研究——基于教育部“双万计划”背景

A Research on Think-tank Service Demand System for Construction of First-Class Majors in Higher Education Institutions——Based on the“Double First-Class”Initiative of the Ministry of Education

在“双一流”建设背景下,基于教育部的“双万计划”一流专业的任务要求和申报条件,构建地方高校一流专业建设的智库服务需求体系将促进高校一流专业建设和一流人才培养。通过文献法和访谈法,分析教育部的“双万计划”建设一流专业的申报条件,推演构建高校顶层设计的智库服务需求体系。“双万计划”建设一流专业地方高校的建设任务包括学校定位、专业结构、师资力量、产教融合、质量监控、改革成效等;根据建设任务形成了智库服务需求,最终构建了“双万计划”高校建设一流专业的智库服务需求体系。

With the implementation of the“Double First-Class”Initiative of the Ministry of Education(MOE),the establishment of think-tank service demand system for the construction of First-Class majors in higher education institutions based on the MOE’s requirements and criteria for first-class majors will promote the construction of first-class majors and the cultivation of first-class talents in higher education institutions.Through literature review and interview,this paper analyzes the application conditions for the first-class major of MOE’s“Double First-Class”Initiative,and deduces and establishes the think-tank service demand system of top-level design in higher education institutions.Inside the“Double First-Class”Initiative,the establishment of first-class majors in local higher education institutions includes the positioning of the institution,structure of majors,faculty resource,integration of production and education,quality control,reform results and so on.The think-tank service demand is correspondingly formed,and a system of think-tank service demand is finally constructed for the first-class majors building in higher education institutions.
