摘要
本文关注地方政府部门如何联合党委部门共同开展协调运作问题。通过对B市技能人才政策制定过程的研究发现:地方政府(执行方)不仅要完成中央政府(领导方)交给的规定任务,还要创造性地进行制度创新。地方政府采取能动应对策略,借力党委政治权威优势,建立党政协同机制,结合常规式协调和运动式协调,重构党政部门协调关系网络。其背后制度逻辑为部门业务工作向党委准中心工作转向,技术治理为主导协调向突出政治的协调转化,最终实现协调部门间基于政治共识的有效合作。
This paper focuses on how the local government departments work together with the Party committee to coordinate the operation. Through the research on the policy formulation process of skilled talents in city B, it is found that local government(executor)should not only fulfill the prescribed tasks assigned by central government(leader), but also creatively carry out institutional innovation. The local government adopts the active response strategy, takes advantage of the political authority of the party committee department, establishes the coordination mechanism of the party and government, and reconstructs the coordination relationship network of the party and government departments in combination with the conventional-type coordination and the Campaign-based coordination. The system logic behind it is that the department business turns to the party committee quasi-center, the technical governance is the leading coordination to highlight the political coordination transformation, and finally realizes the effective cooperation between the coordination departments based on the political consensus.
