高校一流图书馆的建设包括硬件建设和软件建设(软实力)两方面。高校图书馆在硬件方面,要扩大空间和藏书量;在软件方面要从环境建设、布局和组织机构建设、服务体系建设、人员素质建设、科研学术建设几方面发挥软实力的作用,从而助推加快建设国内高校一流大学。

The construction of the first-class university library includes hardware construction and software construction(soft power).In the aspect of hardware,the university library should expand the space and the amount of books;in the aspect of software,it should play the role of soft power from the aspects of environment construction,layout and organization structure construction,service system construction,personnel quality construction,scientific research and academic construction,so as to accelerate the construction of the first-class university in domestic universities.
