民办职业教育办学形式的创新策略探究

职业教育是立足市场经济发展和行业岗位诉求的重要教育形式。由于我国教育资源的供给经历了由贫乏到丰盈的晋升阶段,完全市场化的职业教育无法全面实施,人才与岗位、资源与发展、期望与现状等应然与实然的差异,形成了在政府管理与市场运作间相互博弈的民办职业教育办学形式。教育实践中,民办职业教育需要在立足社会化人才培养、聚焦教育系统化发展需要、解决好组织化管理设计等方面进行办学形式创新。内部创新上要抓住民办职业院校的教育定位、集团化协同发展的模式选择、现代公司治理方式的应用;外部要素上要从顶层设计、资金配比、市场主体上做好要素保障;长期来看要进行内容更替、资源优化、人力资源建设、待遇提升等必要的连锁改造。

Vocational education is an important form of education based on the development of market economy and the demands of industrial posts.Because the supply of educational resources in China has gone through the promotion stage from poor to rich,the full market-oriented vocational education cannot be fully implemented,and the differences between talents and posts,resources and development,expectations and current situation have formed a private vocational education in the game of the mutual relationship between government management and market operation.In the practice of education,private vocational education needs to innovate in the form of running a school based on the cultivation of socialized talents,focusing on the needs of systematic development of education,and solving the design of organizational management.In terms of internal innovation,it is necessary to grasp the educational orientation of private vocational colleges,the mode selection of group coordinated development and the application of modern corporate governance;in terms of external factors,it is necessary to do a good job in the factor guarantee from top-level design,capital matching and market subject;in the long run,it is necessary to carry out the chain transformation such as content replacement,resource optimization,human resource construction and treatment promotion.
