基于公共治理新态势的社区教育研究

Research on Community Education Based on the New Situation of Public Governance

社区作为公共治理的重要对象和平台,已成为治理理念更新、措施创新、机制革新的主要场所,社区教育也不可避免要随之创新改变。当前,社区教育公共治理环境出现了公共参与意识突显、社区公益服务成为主流、治理主体及形式发生变化等新趋势,要求社区教育统筹教育管理与治理,处理好资源供求矛盾,调和满足不同利益诉求。适应公共治理新态势,不断创新社区教育,可采取以下措施:以公共权益为关键,明确创新导向,尽可能保障最大范围的教育权利、实现社区内教育公平、加密与地区经济社会发展的联系;以公共主体为切入口,理顺体制机制,健全归口管理体制,强化师资队伍建设,调整资金拨付的比例;以公共资源为基础,深入全面挖掘,做好社区教育场地共享,加强社区教育素材搜集,推动社区教育文化传承与发扬。

Community,which is the important target and platform of public governance,has become the major place for updating governance ideas,innovating measures and reforming mechanisms,community education has to change and innovate accordingly. Currently,new trends have emerged in the public governance of community education like prominent awareness of public participation,dominant community public service and changed governance subjects and forms,which requires the community education to give overall consideration to both educational management and governance,handle properly the contradiction between supply and demand of resources,and meet different interest demands. To adapt to the new situation of public governance and innovate continuously the community education,the following measures can be taken:guaranteeing the right to education to the greatest extent,realizing the educational fairness within the community and strengthening the close relationship with the regional economic and social development by clarifying the direction of innovation with the public interests as the key;rationalizing the system and mechanism,improving the centralized management system,enhancing the construction of teaching staff and adjusting the proportion of fund appropriation with the public subjects as the entry point;and sharing well the educational sites in the community,strengthening the gathering of community educational materials and promoting the inheritance and development of community educational culture by digging deeply and thoroughly the public resources.
