从科学自在向科技自觉演变下的科技强国建设研究

Research on the Construction of Science and Technology Powerhouse from the Perspective of Transition from Scientific Ignorance to Scientific Consciousness

科技创新是现代经济发展的第一推动力,但不同历史进程中的科技本体化与社会化程度各不相同,形成人与科技的不同主客体关系。目前全球科技创新已由科学自在、科技自发进入科技自觉时期,科技创新中人的自觉主导作用日益突出,科学研究的规划性特征凸显。科学研究的实验科学、科学共同体创新协同、大科学化及科学与技术融合化是重要特征,要求国家在科技创新体系中实现协同效应,要“全国一盘棋”集中优势资源布、局科技创新高地。中国特色社会主义制度优势与科技自觉时代的科技创新有更高的契合度。中国建设世界科技强国必须遵循科技自觉下的创新规律,组建高水平创新团队,建设大科学装置,强化基础科学原始创新,促进科学技术协同发展以实现核心技术深度突破。

Scientific and technological innovation is the first driving force of modern economic development,but in different historical periods the science and technology are different from the degree of socialization,forming three stages of scientific ignorance,scientific spontaneity and scientific consciousness.At present,the global innovation of science and technology has entered the period of scientific consciousness,and the experimental science,the innovation synergy of the scientific community,the great science and the integration of science and technology are the important features in the innovation of science and technology.In order to build a world science and technology powerhouse,we must follow the innovation law under the scientific consciousness,setting up a high level innovation team,building a large scientific device,strengthening the original innovation of basic science,and promoting the coordinated development of science and technology to achieve the deep breakthrough of the core technology.
