摘要
北京于2016年正式启动国家海绵城市试点建设,海绵城市建设面积达标率由2016年的11%增加到2019年的18%,建设效果十分显著。目前北京的海绵城市建设进程开始由试点带动过渡到全面推广与常态化建设,力争实现2035年远期海绵城市建设目标。分析了北京推进海绵城市常态化建设可能面临的主要挑战,从明晰海绵城市建设背景下的城市水文机理、完善海绵城市建设的监测与评价支撑、构建北京地区适宜的全过程综合调控技术体系、加强海绵城市长效保障机制建设等4个方面探讨了北京海绵城市建设中的关键科学问题,以期科学指导海绵城市的基础理论研究与全市范围的推广应用,为我国海绵城市建设提供借鉴。
Beijing has officially launched the national Sponge city pilot construction in 2016,and the proportion of Sponge city construction area up to the standard has increased from 11 percent in 2016 to 18 percent in 2019 with remarkable effect. At present, the constructionprocess of Sponge city in Beijing has begun to shift from pilot driven to comprehensivepromotion and normalization, striving to achieve the long-term goal of Sponge city constructionin 2035. In this study, the main challenges that may face in promoting the normalization ofBeijing Sponge city construction were analyzed, and the key scientific problems of BeijingSponge city construction were discussed from four aspects including clarifying the urbanhydrological mechanism under the background of Sponge city construction, improving themonitoring and evaluation support of Sponge city construction, building a suitable overall processof comprehensive regulation technology system in Beijing, and strengthening the long-termguarantee mechanism of Sponge city construction. This study could provide the scientificallyguide for the basic theoretical research of Sponge city and the promotion and application inBeijing, and further support reference for the construction of Sponge city in China.
