Analysis on Regulatory Principles of Manipulative Behavior for European and American Electricity Markets and Enlightenment to China

随着中国电力现货市场建设的不断推进,市场交易体系和交易品种日趋复杂。未来各类交易品种交织关联,将导致电力市场操纵行为日益复杂和隐蔽。各类操纵行为可能会扭曲市场交易结果,影响市场对资源优化配置的有效引导,继而影响电力市场改革的有效性和可持续性,是电力市场建设发展过程中需要重视和严密监管的问题。对此,文中针对性地研究分析了欧美电力市场中存在的操纵行为,通过介绍操纵行为的定义、分类及原理,结合案例总结了电力市场操纵方法的一般规律和对应的市场监管原则。在此基础上,结合中国电力市场的发展现状,提出了针对中国电力市场监管体系的启示和建议。

With the continuous advancement of the construction of Chinese electricity spot market,the market trading system and the types of trading have been becoming increasingly complex.In the future,various types of transactions will be associated,and this will make the manipulative behaviors of the electricity market increasingly complex and hidden.All types of manipulative behaviors may distort the results of market transactions,undermine the effective guidance of market for the optimal allocation of resources,and then,affect the effectiveness and sustainability of electricity market reforms.These are issues that need to be seriously addressed and tightly supervised during the development of the electricity market.To solve the above problems,this paper specifically analyzes the manipulative behaviors in the European and American electricity markets.By introducing the definition,classification,and principles of manipulative behaviors,this paper summarizes the general laws of manipulation methods and the corresponding market regulatory principles through case studies.Based on this,combined with the current development situation of Chinese electricity market,this paper puts forward some enlightenment and suggestions for the regulatory system of Chinese electricity market.
