雾霾污染与城市经济高质量发展

Impacts of Haze Pollution on High-Quality Development in China

"既要金山银山,也要绿水青山",意味着新时代下实现环境与经济的协调发展具有重要的现实意义。鉴于此,本文立足于当前我国雾霾天气频发的现实情况,试图厘清雾霾污染对经济高质量发展的影响。通过构建包含雾霾污染的两部门局部均衡模型,理论分析了雾霾污染影响经济高质量发展的内在机制,并在此基础上利用中国大陆地级城市的面板数据,采用熵值法测算出各城市的经济高质量发展水平,进一步利用动态面板广义矩方法对两者之间的关系进行了实证检验。研究发现,全国、东部以及中部地区的雾霾污染对经济的高质量发展具有显著的负向影响,而西部地区的影响并不显著;全国以及中部地区的环境治理水平能够显著地缓解雾霾污染的负面效应进而促进经济的高质量发展,而东部和西部地区环境治理的中介效应并不显著;在考虑了模型可能存在的内生性以后,上述结果具有稳健性。本文结论为实现我国雾霾减排,打赢污染防治攻坚战,转变经济发展方式,进而促进经济的高质量发展提供政策启示。

To achieve the coordinated development of environment and economy has great practical significance in the new era.In view of this,based on the current frequent occurrence of haze weather in China,this paper tries to clarify the impact of haze pollution on high-quality economic development.By building local equilibrium model of two departments which contains haze pollution,we analyzes the internal mechanism of the haze pollution affects high-quality economic development,and on the basis of these,we use of the panel data of China's Mainland,making entropy method to measure the city’s high-quality economic development level,analyzing the relationship between them empirically.The study found that haze pollution in the whole China,eastern and central region are all had a significant negative impact on the quality of economic development,while the impact in western regions is not significant.The environmental governance level of the whole country and the central region can alleviate the negative effects of haze pollution and then promote high-quality economic development,while the mediating effect of environmental governance in the eastern and western regions is not significant.After considering the possible endogeneity of the model,the above results are robust.The conclusion of this paper provides policy enlightenment for China to control haze emission,fight against pollution prevention,change economic development mode,and promote high-quality economic development.
