进一步加强电梯责任保险工作的若干思考

Thoughts on Further Strengthening the Elevator Liability Insurance

为进一步研究和推动电梯责任保险工作,促进电梯安全治理模式创新和治理水平提升,梳理了我国电梯质量安全状况,分析美国、中国台湾、中国香港特区电梯责任保险发展经验,提出我国电梯责任保险在化解事故纠纷、推动政府职能转变等方面的作用,以及面临的概念还不统一、责任主体和投保主体还不明确、实施标准还需细化等问题.在研究基础上,提出了下一步推进电梯强制责任保险研究工作、探索保险机构先行赔付、制定电梯责任保险的产品标准和实施意见、进一步提高电梯责任保险覆盖率、继续加强电梯责任保险的政策引导、继续鼓励“保险+服务”模式创新、充分发挥保险机制在电梯检验检测改革中的作用等工作建议.

To further study and promote the work of elevator liability insurance,promote the innovation of elevator safety management mode and improverment of management level,this paper summarizes the elevator quality and safety situation in China,analyzes the development experience of elevator liability insurance in the United States,Taiwan of China and Hong Kong of China,and puts forward the role of China's elevator libility insurance in resolving accident disputes and promoting the transformation of government functions,as well as the problems it faces such as concepts disunity,unclear subject of insurance,and brief implementation standards.On the basis of the research,this paper puts forward the following suggestions:to promote the research work of elevator compulsory liability insurance,to explore the insurance institutions'compensation in advance,to formulate the product standards and implementation opinions of elevator liability insurance,to further improve the coverage of elevator liability insurance,to continue to strengthen the policy guidance of elevator liability insurance,to continue to encourage the innovation of"insurance+service",and to give full play to the insurance mechanism in elevator inspection reform.
