宁东地区水资源开发利用现状和政策研究

随着宁东地区经济社会的不断发展,能源和水资源的需求量与日俱增,煤炭工业发展和水资源匮乏的矛盾已成为制约宁东地区可持续发展的主要因素。通过梳理宁东地区水资源开发利用现状,回顾了取水许可制度、取水定额、水资源税、水权转换等水资源政策。将水资源作为社会经济资源要素,识别了水资源开发利用面临的产业、政策、技术等问题,为宁东地区水和能源政策的制定提供有针对性、可落地的政策建议。

With the continuous economic and social development of Ningdong,the demand for energy and water resources is increasing day by day. The contradiction between coal industry and water resources has become the main factor restricting the sustainable development of Ningdong. By sorting out the current situation of water resources development and utilization in Ningdong area,the water resources policies such as water withdrawal permit system,water withdrawal quota,water resource tax and water rights conversion are reviewed. Using water resources as a socio-economic resource element,the industry,policy,and technology issues facing the development and utilization of water resources are identified,and targeted and feasible policy recommendations are provided for the formulation of water and energy policies in Ningdong.
