Global Perspective and Local Practice:the Way out for Immigrant Status at Low Social Strata

在《中华人民共和国外国人永久居留管理条例(征求意见稿)》这一移民管理政策发布之际,梳理了近十年来我国非法移民管理现状,关注移民政策、执法策略和日渐紧张的公众舆论之间的动态关系。以"越南新娘"为例,考察跨国移民身份是如何在行政制度、法律话语、经济地位差异、商业化的移民中介机构的共同作用之下被建构成带有污名的负面标签,以及不同学科研究者在移民身份的去污名化上所做的努力。通过回顾近年来西方移民研究中出现的视角转向,在指出宏大叙事的局限性与"底层视角"的必要性的基础上,认定移民研究应该超越"掠夺者—受害者"二元结构,关注非法移民现象的复杂性,合理规范跨国人口流动。

At the time of the immigration management policy Regulations on Permanent Resident Management of Foreigners in the People’s Republic of China(Consultation Draft),the author combed the status of illegal immigration management in China in the past decade,focusing on immigration policies,law enforcement strategies and increasingly tense public opinion dynamic relationship.Take the"Vietnamese Bride"as an example to examine how transnational immigration status is built into a negative label under the combined effect of administrative systems,legal discourse,economic status differences,and commercial immigration intermediaries,as well as the efforts made by researchers in different disciplines to de-stigmatize immigration status.By reviewing the perspective shifts that have emerged in western immigration research in recent years,on the basis of pointing out the limitations of the grand narrative and the necessity of the"perspective of populace",it is concluded that immigration research should go beyond the"predator-victim"dual structure,focus on the complexity of illegal immigration and rationalize the flow of transnational population.
