警察作为国家机器的重要组成部分经历了萌芽、分化和逐步走向成熟的漫长历史过程。相应地,对警察现象的思考和研究也经历了一个萌芽、分化和逐步走向成熟的历史过程。它包括了中西方古代社会对警察行为的初步思考,近代以来围绕创建警察组织、犯罪侦查方法及技术开展的局部思考和应用研究,以及现代以来围绕警察组织与警察行政以及警务改革等开展的全方位思考和系统研究。系统研究中外警察思想史有助于我们了解前人对警察现象的理性思考,把握警察现象产生、存在、发展的本质和规律,汲取历史的经验和教训,为推进新时代公安学科研究与建设提供扎实的学术思想基础。

As an important part of the state machine,the police has experienced a long historical process of germination,differentiation and gradual maturity.Correspondingly,the same is true for thinking and researching on the police phenomenon.It includes preliminary thoughts on police behavior in ancient societies,local thinking and applied research on the creation of police organizations,criminal investigation methods and technologies since modern times,and the comprehensive thinking and systematic research foe police organizations and police administration and police reform since modern times.The systematic study of the history of Chinese and foreign police thoughts helps us understand the rational thinking of police phenomena by predecessors,grasp the essence and laws of the emergence,existence,and development of police phenomena,learn from historical experience,and provide solid academic ideological foundation for the research and construction of public security disciplines in the new era.
