我国高校行政经费管理中的廉政风险应对措施研究

Study on Countermeasures of Clean Governance Risks in Administrative Funds of Higher Education Institutions in China

近年来,反腐倡廉一直是党和国家工作的重中之重,高校是我国高等教育建设的重要基地,国家财政对其支持力度不断加强,因此高校也成为我国廉政建设的重要组成部分。近些年,高校贪腐现象增多,人们日益认识到加强高校廉政建设的重要性。高校行政经费支出是高校财政支出的重要部分,我们要着重研究高校行政经费管理中比较容易出现的廉政风险。本文通过研究分析行政经费管理的现状以及出现廉政风险的深层次原因,提出一些针对性措施,比如:加强党在高校行政经费管理中的领导地位;全面普及廉政建设意识,加大廉政思想宣传力度;规范岗位之间的合理设置,形成权力制约,相互监管;完善项目公开制度,推动项目支出公开化,加强透明度等。

In recent years, anti-corruption has always been the top priority of the Communist Party and our country. With continuouslyincreasing financial support, higher education institutions, which are important bases for the construction of higher education, have become inseparable components of clean governance. The urgency of strengthening clean governance in higher education institutions has been gradually realized with increasing corruption cases. Administrative expenditure plays a vital part of financial expenditure. Therefore, it requires focus study on possible risks against clean governance in administrative funds of Chinese higher education institutions. This paper analyzes the current situation of administrative funds management and the deep causes for risks against clean governance. Then it puts forward some targeted measures, such as strengthening the Party’s leadership of the administrative funds management in higher education institutions, increasing public awareness of clean governance construction, intensifying efforts to publicize the idea of clean governance, standardizing post setting to restrain power and realize mutual supervision, as well as improving transparency in disclosure system and project expenditure.
