全面深化改革中国家治理现代化与国家自主性建设研究--基于“结构-过程”的分析

The Modernization of State Governance and the Building of State Autonomy in Comprehensively Deepening Reform:From the "Structure-Process" Perspective

中国国家自主性建设是一项系统工程,需要从国家治理中的权力配置、产权实施、资源分配、社会调控和意识形态引导五个方面进行落实,并且它们有机互动、互相协调。从"结构-过程"的视角看,全面深化改革中推进国家治理现代化的"结构性"制度安排与"过程性"制度运行,塑造出国家自主性建设的政治结构、经济结构和社会结构,确保国家自主性处在追求和维护社会公共利益的"有效状态",从而确保国家治理效能处于"强状态"。中国国家自主性的根本特征是从国家治理的制度安排与制度运行形成的"结构-过程"上,实现了党的领导的全面性、国家权力的人民性与国家能力的有效性的有机统一,有力推动了国家制度优势向国家治理效能的转化。

China’s state autonomy building is a systematic project,requiring interacted and coordinated measures in five aspects,i.e.,power allocation,property rights implementation,resource allocation,social regulations,and ideological guidance in state governance.From a "structure-process" perspective,advancing the modernization of China’s institutional arrangements(in structure) and institutional operation(in process)of state governance in deepening reform has shaped the political,economic and social structures of China’s state autonomy building,ensuring it in an "effective state" in pursuing and protecting the public interests of the society,and thereby ensuring a "strong state" of the efficiency and effectiveness of state governance.The fundamental feature of China’s state autonomy is the organic unity of overall Party leadership,running the state by the people,and effectiveness of governance in "structure and process" formed by the institutional arrangements and operation of governance,which are conducive to turning China’s institutional strengths into the efficiency and effectiveness of state governance.
