列宁坚持党对国家生活领导的理论和实践探索,是列宁新型无产阶级政党学说、特别是马克思主义执政党学说的重要组成部分。列宁明确提出布尔什维克党是直接执政的无产阶级先锋队,是领导者。针对资产阶级、小资产阶级和一切机会主义者反对党对国家生活领导的谬论,列宁论述了坚持和正确实现党对国家生活的领导是不可动摇的原则;列宁认为,在党执政的条件下,要把从事国家经济建设的政治作为党领导国家生活首要的根本的政治任务;党领导国家生活的任务是实行总的领导,要处理好坚持党对国家政权的领导与发挥党组织、苏维埃国家机关各自职能作用的关系。

Lenin’s theoretical and practical exploration of persisting in the Party’s leadership over state’s life is an important part of his new proletarian party theory and the Marxist party theory.Lenin stated that the Bolshevik Party is the vanguard and the leader of the ruling proletarian.He expounded that persisting in and implementing the Party’s leadership over state’s life is the unshakable principle in order to against those fallacies opposing party’s leadership over the state’s life from Bourgeoisie,petty bourgeoisie,and opportunists.Lenin also believes that under the Party’s ruling,the politics in national economic construction should be regarded as the primary and fundamental political task for the Party to lead state’s life.The task of the Party to lead state’s life is to achieving comprehensive leadership.It is necessary to handle the relationships between upholding the Party’s leadership over state power and giving play to the role of the Party organization as well as the Soviet state organs.
