十八大以来海外学界对“一带一路”的研究述评

Review of Overseas Academic Research on "The Belt and Road" since the CPC’s 18th National Congress

党的十八大以来,海外学界对"一带一路"给予了极大关注,取得了丰硕的研究成果。绝大多数海外学者高度评价"一带一路",在其本质内涵之维,提出"国际公共产品说""中国特色外交说";在其建设目标之维,提出"促动经济转型发展说""改善全球治理体系说";在其国际影响之维,提出"新型全球化说""欧亚世纪说"等富有启发意义的思想见解。但同时也有人鼓吹"中国版马歇尔计划说""抗衡美国亚太再平衡战略说""债务陷阱说"等带有挑战性的观点。对此,我们必须坚持唯物辩证法,实事求是,既要看到世界范围内充分肯定"一带一路"发展的思想主流和总体倾向,也要深入分析和回应当前海外存在的误读误判等非主流和次要方面。

Overseas scholars have paid great attention to "the Belt and Road" and achieved fruitful research results since the CPC’s 18 th National Congress.Most overseas scholars highly value "the Belt and Road",and put forward views such as "international public goods" and "diplomacy with Chinese characteristics" in the dimension of its essence connotation;put forward views such as "promoting economic transformation and development" and "improving the global governance system" in the dimension of its construction goal;put forward views such as the "new globalization" and the "Eurasian century" in the dimension of its international influence.But at the same time,some advocated challenging views like "the Chinese version of the Marshall Plan", "the counterbalance to the US Asia-Pacific Rebalancing Strategy",and "the debt trap".In this regard,we must adhere to materialist dialectics and seek truth from facts.We should not only see the mainstream and general tendency of the development of "the Belt and Road" fully affirmed in the world,but also deeply analyze and respond to the non-mainstream and secondary aspects such as misreading and misunderstanding existing overseas at present.
