云南省2014年度新一轮退耕还林工程建设存在问题分析

Analysis on problems in the construction of the new round of returning farmland to forest project in 2014 in Yunnan Province

基于2018年度新一轮退耕还林国家级检查验收结果对云南省2014年度到期的退耕还林工程建设成效进行分析,发现:现行补助政策难以满足参与农户期望、相关部门对造林后续经营管理缺乏有效约束及引导、现有退耕地监管体系不完善等问题,对工程建设成效造成较为显著的制约。

Based on the results of the national inspection and acceptance of returning farmland to forest project in 2018,this paper analyzed the construction effect of the project due in 2014 in Yunnan province,and found that the current subsidy policies could not meet the expectations of participating farmers,the relevant departments lacked effective constraints and guidance on the follow-up operation and management of afforestation,and the existing supervision system of returning farmland was not perfect,which caused significant constraints on the construction effect of the project.
