摘要
目的:着眼于"健康云南2030"建设,提高卫生资源配置效率,成为未来几年总体实现医疗服务均等化的重点。方法:采用数据包络分析和全要素生产率指数模型,对2013-2017年云南省卫生资源配置的公平性进行静态和动态分析。结果:2013-2017年云南省卫生资源配置效率存在差异,主要受技术、管理、规模三重因素的影响。全要素生产率指数处于上升态势,但上升范围逐年缩小,主要受技术进步变动的影响。结论:政府加大支持力度、科学合理配置资源、着重提高技术效率,以改善卫生资源配置。
Objective Focusing on the construction of"Healthy Yunnan 2030"and improving the efficiency of medical resource allocation,it will become the key article for the equalization of medical services in the next few years.Method:The data envelopment model and the total factor productivity index model were used to analyze the fairness of health resources allocation in Yunnan Province from 2013 to 2017.Result There are differences in the efficiency of health resource allocation in Yunnan Province from 2013 to 2017,which are mainly affected by management factors and scale factors.The total factor productivity index is on the rise,but the range of increase is declining year by year,mainly due to changes in technological progress.Conclusion Managers should increase support,scientifically allocate resources rationally,and focus on improving technical efficiency to improve the allocation of health resources.
